The Royal Canadian Mint (the Mint) is hiring a Senior Manager, Privacy and Access to Information who can thrive in a dynamic and inclusive environment.

Reporting to the Senior Director, Regulatory and Corporate Affairs, the Senior Manager, Privacy and Access to Information is responsible for ensuring the Mint’s management of the Privacy, Access to Information, CASL and Parliamentary questions programs include key program design and statutory and regulatory as applicable. The Senior Manager will lead and assign work under this portfolio to the ATIP team.

Your Responsibilities:

  • Promote and support the mandate of the ATIP office and the Mint’s Privacy Program which includes protecting the Mint’s directors, officers and employees from the serious adverse consequences of non-compliance with privacy legislation (including regulatory sanction and damage to reputation), CASL and Access to Information legislation.
  • Responsible for the day-to-day management of access to information, CASL, Parliamentary Questions and privacy-related programs throughout the Mint to foster a culture of privacy by leading and supporting the integration of privacy considerations in organizational activities and decisions, developing of tools and resources, and delivering employee training awareness/building awareness.
  • Develop the Mint’s privacy policy governance framework to support the Mint’s mission and to ensure that corporate privacy policies and practices align with legislative requirements and best practices.
  • Manage two ATIP team members to ensure the accuracy and timeliness of Access and Privacy Act access responses and maintenance of accurate records and compliance with all reporting requirements under the applicable legislation.
  • Provide technical and professional advisory and compliance services on all aspects of privacy and privacy-related queries for the organization, including Privacy Impact Assessments, procurement processes, and the oversight of consultants as needed.
  • Develop annual work plans to prioritize and implement privacy deliverables aligned with internal stakeholders’ and organizational programs and/or initiatives.
  • Act as the privacy representative on senior committees as required to promote best practices and excellent customer service on privacy-related matters including on the AI Council
  • Responsible for liaison with external stakeholders, the Treasury Board Secretariat and the Office of the Privacy Commissioner, including for the resolution of complaints.
  • Manage the ATIP Office’s responsibilities and actions for the privacy incident/breach response process (investigation, assessment, reporting, mitigation/prevention oversight, etc.)
  • Support the ATIP Office’s operational work as required by providing high-level expertise on ATIP request files.

This position offers a hybrid work arrangement, requiring on-site presence at our Ottawa location three to five days per week, depending on meeting requirements and other activities.

Languages Requirements:

Proficiency in both official languages (English & French) is required at the time of hire.  The linguistic profile for this position is:

  • Reading Comprehension: C Advanced
  • Written Expression: B Intermediate
  • Oral Proficiency: C Advanced

Education & Designation:

  • University Degree in related field
  • Professional privacy certification (CIPP/C) or commensurate designation.

Experience:

  • Minimum of 10 years of related business experience
  • Minimum of 7 years of progressive management experience.

Additional Qualifications:

  • Advanced knowledge of Canadian and international privacy legislation, familiarity with the Access to Information Act, and excellent knowledge of TBS policies, directives and privacy best practices as they apply to Crown corporations.
  • Ability to interpret laws, regulations and legal advice.
  • Able to solicit and keep the goodwill and cooperation of a wide range of individuals, including operational staff and senior management, while providing advice, guidance and strategic influencing on complex privacy compliance issues.
  • Proficient at written and verbal communications, in particular, the development of succinct and useful reporting on compliance issues for a senior management audience.
  • Sound judgment and a strong practical approach to considering courses of action.
  • The flexibility to balance multiple accountabilities with competing priorities; and
  • The ability to work independently and to meet tight deadlines, and to quickly adapt to unforeseen circumstances, changes in priorities and initiatives.
