    Reporting to the Director, Strategic Procurement, the Senior Manager, Business Partner Procurement is responsible for overseeing the development and delivery of complex plans, programs, strategies and processes within the Strategic Procurement Team. The incumbent provides technical/professional expertise at a senior working level and contributes to providing advice and functional direction on matters of a specialized and complex nature. The incumbent will play a key role in further optimizing Strategic Procurement's Service Delivery Model and is responsible for leading a team of approximately 3 - 5 people. The role may include management of procurement operations functions and involvement in the planning and execution of procurement process and system transformation initiatives.

    Essential Duties and Responsibilities:

    • Oversees and ensures that the competitive process is administered according to required protocols regarding public procurement incorporating trade agreement, policy and business requirements.  Leads the effective negotiation, award, and renewal of standard/complex contracts for the Corporation.
    • Prepares procurement strategies ensuring that there is alignment between RCM Stakeholders (Corporate and Operations) in the priorities, conduct and scheduling of projects.
    • Leverages relationships with key internal stakeholders (the internal client, stakeholders such as Legal, Privacy and Cyber groups) so that projects are completed efficiently and cost effectively
    • Develops procurement policies, guidelines and processes appropriate for the RCM – and effectively communicates them to the RCM's Stakeholders.
    • Conducts market and spend analysis and benchmarking to ensure opportunities are identified for cost savings and value generation.
    • Develops evaluation plans, negotiation strategies and contract risk mitigation and management plans.

    Requirements:

    • University degree in Business, Finance or related field
    • A professional designation in Procurement is an asset (eg. CSCMP)
    • Minimum of 10 years business experience in procurement
    • Minimum of 7 years of progressive management experience
    • Strong knowledge and experience in all stages of the source to payment cycle
    • Proven track record of collaboration through various levels of the organization including management, business lines, and operational groups in the management of capital projects and Corporate Services
    • Demonstrated leadership ability to manage cross-functional stakeholders and deliver on multiple priorities with the ability to prioritize your team's work.
    • Extensive ability to plan and execute, possessing a sense of urgency to get to the finish line, while balancing quality and a detailed approach.
    • Public Procurement:  significant  understanding of the trade agreements that impact the RCM and how the procurement process rules impact decision making as well as Business needs
    • Enhanced Knowledge of legislation, and tender law related to Public Procurement and contracting fields
    • Bilingualism (English and French) an asset
